Executive decision

This is not ordinary local janitorial work. It is a five-year potential, firm-fixed-price IDIQ for annual warehouse cleaning across four military installations in North Carolina, Florida, and Georgia. The work includes ceilings up to 50 feet, thousands of feet of piping, warehouse racks, walls, windows, concrete floors, military-base access, site-specific wastewater handling, and strict quality controls.

A credible bidder should be an eligible SDVOSB—or have a compliant eligibility and teaming structure confirmed—with multi-state operating capacity, relevant high-bay warehouse experience, qualified lift and fall-protection operations, accessible past-performance references, and enough estimating discipline to absorb differing site conditions into fixed per-square-foot prices.

Site scope and minimum labor floors

*Before payroll taxes, workers’ compensation, supervision, overtime, paid holidays or vacation, travel, lodging, equipment, consumables, wastewater handling, overhead, and profit. Figures in the demonstration were visually checked against the package’s scanned wage tables and benefits sections. Current bidders must verify the controlling wage determinations themselves.

Material operating risks

Unguaranteed multi-site volume

The Government may not order every site each year. The IDIQ minimum is only $2,000, with no option-period minimum. A bidder should not price as though all four mobilizations are guaranteed.

Fall protection and lift cost

The Government does not provide high-level tie-off systems. Contractor responsibility is explicit at three locations, while Eglin expects lift-based access.

Different wastewater rules

• Eglin reports an available drain.
• Bragg requires environmentally safe solution suitable for site drainage.
• Lejeune provides sanitary or wash-out access for non-hazardous, pH-neutral material.
• Warner Robins expects the contractor to capture and haul wastewater off-site.

Installation access

Credentialing differs by installation, creating different lead times and operational dependencies. Those delays belong in the price and schedule.

Past-performance dependency

DLA must receive reference questionnaires directly. This creates a deadline dependency outside the bidder’s direct control.

Submission checklist

Immediate no-bid conditions

• The entity is not eligible for the set-aside.

• High-bay lift and fall-protection operations are not routine capabilities.
• The bidder cannot model site-specific wage and fringe obligations.
• The bidder needs guaranteed volume to recover mobilization cost.
• Submission mechanics cannot be confirmed before the deadline.

Unresolved questions

1. What are the exact quotation-volume requirements and page or file constraints?
2. What is the controlling electronic submission method and address?
3. Does the live record contain a later amendment than the eight-file package reviewed?
4. Which labor classifications beyond Janitor apply to lift operators, supervisors, and wastewater handling?
5. What was the historical order volume under the predecessor contract?
6. What insurance, vehicle, and installation-specific credential costs should be included?
7. Are site visits available or already completed?

Confidence and limits

High confidence on physical scope, locations, pricing structure, quality requirements, wage-floor components, and operating risks because they appeared directly in the downloaded work statement, Q&A, amendment, price schedule, quality plan, clauses, and wage determinations.

Moderate or low confidence on complete submission compliance because the extracted package did not clearly establish every quotation-volume and delivery instruction. The live solicitation and amendment register remain controlling.
